Winston Churchill is the First Lord of the Admiralty. Churchill seizes the Osman and its companion creature, starting the Leviathan on its journey to the Ottoman Empire. Churchill is used to represent Great Britain in a German propaganda poster that Alek and Bauer see in Istanbul. Dr. Barlow dislikes Churchill and probably names her incompetent message parrot, Winston, after him. The Leviathan often has to get permission from the Admiralty, such as when the captain wants to take Tesla to New York. The Admiralty must approve all of the medals that the Leviathan's officers wish to give, such as the medals that Deryn and Alek recieve. Churchill and the Sea Lords witness the demonstration of the Goliath in London.
