Nicholas II is the emperor of Russia. His symbol, like that of many of the other royal families to which he is related, is the double-headed eagle. Nicholas had a double-headed messenger eagle fabricated to carry his royal messages. In Goliath, the czar sends a message to the Leviathan with his message eagle, and Count Volger tries to get Alek and Deryn to find out what the message was. The czar is the one who orders that Tesla's magnetometer be hidden in the dried beef sent to the Leviathan, the weight to which nearly causes Deryn and Newkirk to fall when they collect the package. It is Nicholas II who gives Tesla permission to study the Tunguska area.
